University Avenue Zoning Proposal
The City of Saint Paul enacted a series of permanent zoning changes Wednesday, April 29, 2011 governing land-use along University Avenue. Since 2007 land-use along University Avenue has been governed by the Central Corridor Overlay District, an interim zoning ordinance. The new zoning changes establish new building setbacks, parking requirements, building design standards, height restrictions.

Saint Paul Signage Regulations
The City of Saint Paul is in the process of amending its regulations governing the use of signs. The City’s proposal, as originally introduced by the Planning Commission, made it more difficult for businesses to communicate with their customers through the use of signs. The proposal as amended, and adopted by the planning commission March 04, 2011, represents a reasonable framework for regulating signs. The planning commission will be presented to the city council for approval.

Downtown St. Paul Airport Zoning Proposal
The St. Paul Downtown Airport Joint Airport Zoning Board for the St. Paul Downtown Airport is developing a zoning ordinance for land uses around STP. The Board was created and established by the Metropolitan Airports Commission and the Cities of Saint Paul and West Saint Paul. The purpose of the Board and proposed ordinance is to regulate the height of structures and use of property near airport flight paths limiting the creation of airport hazards.
The Board will consider and revise the draft ordinance following a public meeting scheduled for this fall. The Board will then make recommendations to the commissioner of Minnesota’s Department of Transportation. Upon accepting the recommendations, the commissioner will direct affected cities (Saint Paul and West Saint Paul) to incorporate the zoning provisions into local zoning code. Upon incorporation into local zoning code, affected cities will be charged with administration of the
new rules.
